Inverse tech (PSQ) when regime is bearish and tech sector trend rolling over. Healthcare-short uses cash; no liquid inverse exists

The tactical bearish counterpart to Agent 13. Sits in cash by default and only opens a position when conditions are bearish in a specific narrow window. The vehicle is PSQ (a -1x inverse Nasdaq ETF) — buying PSQ profits when tech falls. Three conditions have to align: (1) the broad market is bearish, with SPY trading below its 200-day moving average; (2) the VIX is elevated between 20 and 40 — high enough that there's real bearish pressure, but not so high that we're at a panic-reversal point where bottoms usually form; (3) tech specifically is rolling over — XLK's 50-day EMA is below its 200-day, and XLK's RSI just rallied above 60 and crossed back down (shorting a rally in a downtrend, not chasing a falling knife). Holds briefly — 30-day time stop because inverse ETFs decay over long holds. Healthcare-short is intentionally NOT implemented — no liquid inverse healthcare ETF exists, and the strategy doc recommends sitting in cash for that slot when bearish (which is the default state anyway).
