Long XLK/XLV when regime is bullish and sector trend confirms (50/200 EMA cross + RSI pullback entry)

Holds cash by default and waits for three things to align before buying a long sector ETF (XLK for tech or XLV for healthcare). First, the broad market has to be in a confirmed uptrend — SPY trading above its 200-day moving average, and the VIX below 25 (not panicking). Second, the specific sector has to be in its own uptrend — its 50-day moving average above its 200-day. Third, the sector ETF has to be cooling off briefly before resuming — its 14-day RSI dipped below 40 within the last 5 days and then crossed back above 40 today. That last filter is the edge: instead of chasing a rally at the top, the agent buys pullbacks within established uptrends. Position size scales with the VIX — calm markets get full size, choppy markets get less. Mutually exclusive with Agent 14 (Inverse Tech) per sector by design — only one side can hold at a time.
